Offensive foul in the act of shooting

However, if a defender goes near or around a shooter’s cylinder without initiating contact and the shooter initiates contact by extending their legs or other part of the body, it should be an offensive foul.

Below the shooter appears to start and almost finish his shooting motion in a mostly “up-and-down” fashion. Then, he extends his leg close to the moving defender and upon contact exaggerates the impact in order to receive a foul call. Based on the new definition of the FIBA rules such an extension and unnecessary movement during or after the completion of a shooting motion should be considered an offensive foul.
